1 – Severe lapses e.g. unevenness, buckling (sinking) of pavement, holes, poor maintenance or lapses in sidewalk continuity e.g. tree roots. Those walking or on wheelchair will be hindered.
2 – Moderate lapses. Those on wheelchair will be hindered.
3 – No lapses. Low travel resistance faced by any pedestrian.
